Courier Shipping Bills (CSB) are the electronic customs declarations filed for courier-mode exports from India, under the Courier Imports and Exports (Electronic Declaration and Processing) Regulations administered by CBIC. Two forms cover almost all courier exports: CSB-IV and CSB-V. Picking the right one matters for compliance and for what benefits you can claim.

CSB-IV: non-commercial shipments

CSB-IV is for non-commercial shipments — genuine gifts, samples, and personal-use items — with a shipment value up to ₹25,000. It doesn't require an IEC or GST registration, which makes it the simpler route for individuals sending personal parcels or genuine, non-sale samples.

CSB-V: commercial shipments

CSB-V is for commercial exports — anything being sold, including ecommerce orders — and covers courier shipments up to a much higher value ceiling. CSB-V requires a valid IEC and GST registration, and filing under it is what makes a shipment eligible for export benefits such as RoDTEP (Remission of Duties and Taxes on Exported Products, the current scheme that replaced the older MEIS) and e-BRC (electronic Bank Realisation Certificate) issuance for the export proceeds.

Which one should you use?

If you're a business selling and shipping goods internationally — including a single ecommerce order — use CSB-V, even if the shipment is small. Filing a commercial shipment under CSB-IV to avoid GST/IEC requirements is a compliance risk, not a shortcut. Reserve CSB-IV for genuinely non-commercial shipments: personal gifts, or samples sent with no payment involved, under the ₹25,000 threshold.
